Elaine dummy designer

Could someone tell me who the hell the man was who evidently designed the mannequin of Elaine? He appeared at the VERY end of that episode. Thanx.

If you remember that same guy who made the mannequin was the one Elaine met on the subway when she was reading the TV Guide (more simplified version of a complex plot). He eventually went to George's house (cuz the TV Guide belonged to George's father) and made Elaine a bouquet of shreded TV Guides. This episode just shows that he's still obsessed/in love with her.
