I believe it was from "The Stakeout". Elaine and Jerry were talking about the dinner the night before and George just blurted that line out of nowhere. Someone please correct me if I'm wrong.
I'm not sure about the episode name. But there was an episode where George stopped having sex. And when he was talking to Jerry, Jerry said " So you are just gonna stop having sex? " And George said " There was a pretty good chance I wasn't ever gonna have sex anyway. " George grew smarter after he stopped having sex.

Also in that episode- Jerry gets droped from a high school apearance then david letterman whont have him on. George stops having sex for 6 weeks because his girl friend has mono. However he cant stay smart long enuf to help jerry, because he decides to have sex with the portuges waitress. And elaine get alot dumber because she also stops haveing sex. Over all a very good episode.
