It was Doug Lewellyn (sp?) from the People's Court. Of course, if you've never seen the People's Court, you won't know who he is, won't get half the stuff that happens in the episode.
He could probably spell potato, so he's one step ahead of Dan, but the guy really knew how to annoy the participants as they left the court room (much like when the woman in the episode said, "Bite me").
