T.P. is toilet paper. At the beginning of the episode, Beavis and Butt-Head go to Stewart's house to pick up his homework because he couldn't go to school on account of he had diarrhea. Stewart's mom gives B-n-BH breakfast burritos and goes to give Stewart more T.P. This is what give The Great Cornholio the need for T.P. for his bunghole. What gives him the worry about polio (other than it rhymes) is not as easy to explain.
