Is there an Ep. where he sings this whole thing, or is it just something they did for the Chef Aid CD?

He sings "Come Sail Away" at a rapid pace a few times in one of the "cliffhanger" episodes (either "Cartman's Mom Is A Dirty Slut" or "Cartman's Mom Is Still A Dirty Slut").
