Because it's not Cartman who is gay -- it's Kenny.
Kenny is still "inside" Cartman -- so it was Kenny who said the "fag" remark and not Cartman. Thus, by South Park logic (as in, whoever says 'fag' without being bleeped is a homosexual) Kenny is the one who is gay and not Cartman.
The reason why Cartman didnt get bleeped out is because the way they made he say "fag" was way funny, bleeping it out would take away the comedic value of it. If you are that curious about every wierd thing happen in Southpark world, try to explain why Kenny kept dying over and over in the first 5 seasons.
By the way, the writers 'bleep' the curse words on purpose because they think its funny (watch Cartman gets an anal probe), Comedy Central doesnt have go censor anything.

Don't you get it yet? No one is claiming it had to be bleeped for Comedy Central standards. In "It Hits The Fan", it's quite clearly stated that you have to be gay to say "fag" without it being bleeped out, as Mr. Garrison could sing "Hey there shitty shitty fag fag". Now, I won't say that's positively true of all South Park episodes, as there are plenty of continuity issues in South Park, but that's what the discussion is about.
And as for the writers adding the censoring, yes, they do it on their own. But that doesn't mean Comedy Central can air anything they want to. While it is true that as a cable station, they aren't governed by the FCC like the broadcast networks are, they can very easily have all their advertisers back out when an entire nation of angry mothers who let their TVs raise their children starts complaining. If an episode of South Park that was similar to Bigger, Longer, and Uncut in terms of vulagirty was submitted, Comedy Central would not air it. Not without obtaining permission from advertisers, at least, which they probably wouldn't get.

The overabudance of obvious heterosexuality is usually a sign of homosexuality, actually. Someone who makes it very well known that he/she is EXTREMELY hetero is usually a closet gay. Not always, of course.
That speaks for Mr. Garrison, as he always tried to show he was EXTREMELY hetero even though it was obvious to all he was gay, or at least a pervert - Mr. Hat and Mr. Twig both wear purple, and Mr. Twig has a lavender triangle on its coat - but this doesn't apply to Kenny.
