Caught a bit of the South Park movie recently and sure enough, it was completely uncensored... Just wondered why they broadcast that uncensored, but no other shows (that I know of). Jon Stewart on TDS is on at 11 and that is censored; verbally, not visually (if you read lips).
Is Comedy Central breaking ground (for basic cable) by showing something uncensored?

No, their not breaking any ground by showing anything uncensored. They've shown the movie "The Deer Hunter" on broadcast television before uncut and uncensored, and that was many years ago. Likewise with many other movies.

Quite a few years ago, Comedy Central would "simulcast" HBO's Comic Relief specials, uncensored and without commercials, during the prime-time hours. So CC isn't even breaking new ground for CC.

Comedy central is a cable network. As long as the advertisers are ok with the content, they can show whatever they please.
So they are breaking new advertising ground.
