There were lots of bad skiing related movies in the '80s- Ski School, Hot Dog: The Movie, etc. It was also just a parody of bad '80s-style movies in general- the training montage complete with dopey song, the evil land developer who's going to close down a youth center, and so on. I thought it was a pretty funny episode, if a little more subtle than usual for "South Park".
