The rumor the way I heard it was that the story would be about the Dumb and Dumber characters when they were much younger thus ruling out Jim Carrey's involvment

That's correct. Trey Parker & Matt Stone are writing a prequel in which the characters were 16. Their salary for scripting it is $1.5 million, and that's even if they DON'T make it into a film. The original writers and directors might eventually do another "Dumb & Dumber" movie with the original cast, but that might not be for a while, and the studio wants to cash in on the franchise now.
