It's not implied, they all admitted to screwing Mrs. Cartman at one time or another. I liked the shot of Principal Victoria and Mr. Mayor when Mr. Garrison asked who hadn't been with Mrs. Cartman. That had me going good, until they showed Jesus and the preist. I was getting ready to die then.
