Cartman's dad can NOT be Kevin, the little monkey dude. Mephesto is more likely than Kevin, because Mephesto is big-boned and Kevin probably would fit his whole body in.
I think it's the bearded guy in the background. He also talks to Mrs. Cartman (after she drinks that yard o' beer).
