Cartman gets his, and we see that there's a big synogogue in South Park, so that it's either very empty, or there are more Jewish people than just Kyle's family. Much better.

I don't suppose it's possible to just rent the town church, and put up a star in place of the crucifix for Jewish mass.

- The synagogue might not be in the city limits of South Park, but close enough that Kyle can get there easily.

- Kyle goes to "Jew Scouts" -- that must be with other Jewish kids, right? Therefore, there must be other Jews in the area, if not South Park itself. Hence the synagogue.
