My guess is it's a composite of Hitler and Mrs. Cartman on the cover of Crack Whore. Possibly resulting from some computer error. The midget factor probably came in from a scaling problem that occurred at the same time....
I think the "midget in a bikini" was just a comment on what a freakshow local news has become, in the race for ratings. (i.e. "your family is safe now, but WHAT IF a midget in a bikini attacks your house? we'll show you what MIGHT happen, at 11")

Here's something even more frightening. I'm attaining an MS in Mass Communications! Although not the funniest thing to grace the set from SP so far. To me, the midget hits me cerebrally (or some other smart sounding word, you pick.) Social commentary about the media is rarely truly spelled out, unless you view Jerry Springer.
