It never really says _how_ new to town he his. He could have already met Garrison somewhere if he had been there for a few days. Especially if he already had his job at the school while waiting to get his restaurant started.

If he's at a town dance, then he must have been there for a few days. That would have given him a chance to meet people. Besides, if he originally planned to open his own restaurant there, he would have checked the place out in advance.
