Check out the director's audio track on the DVD version of Cannibal. They discuss the fact that "children" came from a local TV drive in Colorado around that time about protecting children. Not only does one character in the movie say "children" as he's being killed by Alferd Packer, but they also say on the track that that was part of the inspiration for the character of Chef.
