What's the deal with Canadians' heads?

You know, the way their faces are just eyes and nothing else, and their heads split across the mouth whenever they talk. I initially though it was just Terrence and Phillip who looked like that, because they were cartoons (to distinguish them from Cartman and pals who are real people... if you know what I mean). But now we know that Ike's a Canadian too, and his head is the same. Anyone willing to tell a confused Brit if there's a reason for it, or is it just that cartoons and babies look the same as each other?
