Is there a South Park binaries newsgroup? I think that I have seen mention of it, but if it exists, my ISP doesn't carry it. How would I get my ISP to start carring that group... if it in fact does exist.... Just ask???

Yup, just ask, and you will probably get it, unless your ISP won't carry binary groups.

email your tech support..ask them who you can talk to to add the alt.southpark.binaries group..they may even pass it along to the appropriate people

One other thing I noticed, you should be searching for "alt.binaries.southpark" you have written "alt.southpark.binaries"
