On www.southparkmovie.com when you move over the photo of Terrence and Philip, there is an absolutely MANIC cackle from them. Since all the sounds from the website are from the first two series, could anyone narrow this down to an episode?

There are many episodes witch T&P appears, but the chance are you'll find the cackle from them in the first episode of the 2nd season, 'Not without my anus'.
