why does s park hava an 18 ep season, 22 is normal. And with the low quality animation there lack of eps can't be time related.

Think yourself lucky. Most seasons of UK comedies only last around 6 weeks. Then we've gotta wait another year for the next series (usually).

Is it still like that over there? I thought the reason why shows had such short seasons was because they had to share the limited airtime on so few channels with many other shows. With 500 channels now, that shouldn't be a problem.

A lot of people still don't have digital satellite over here (Cable never was very popular) so the BBC still have to cater for the majority, as it is mainly the BBC who follow the 6-episode format..
