I'm sure that this has come up here before, but please bear with me.
I still don't have all the episodes of the show, so it is possible that the Fonzie clip from City on the Edge of Forever refers to one of those eps, but someone who has them all told me that Fonzie never appeared before.
Is this true? Were the guys just messing with our heads, by referencing something that never really happened in an earlier episode?
I wouldn't put it past them.

Actually it is both yes and no. The earlier "episode" that they referred to is in fact an episode of the show Happy Days, because there was an episode in which Fonzie (played by Henry Winkler) does in fact jump some buses. (or cars, will see if I can find an online episode guide)

The episode in question was called "Fearless Fonzarelli" and was a two-parter.

The whole notion of "City on the Edge of Forever" was that it was a spoof of all those "flashback" episodes. Trey and Matt added their own twist to their flashback episode in that they would take scenes of actual past episodes, but changed some parts of it. For example, the boys had a "flashback" of Cartman Gets an Anal Probe, but in their version, instead of an alien anal probe coming out of Cartman's ass, an ice cream truck pops out of it. Another one is the scene from "Death", in which Kenny dies when Death touches him. In the "flashback" version, Kenny instead grabs Death's bony hand and slams him to the ground several times then stomps on him-rather angrily, I might add.

Yes, that was rather obvious. But that wasn't my question.
I was asking if Fonzie had ever appeared in a prior episode, or if Fonzie was appearing for the first time ever.
It would appear from a prior response that Fonzie had never appeared before.
