Child Abduction is not funny question (It is funny though)

When the parents send their children out (scared that they are their own worst chance of abduction) in the snow to a new the parents blow a horn. They are crying and blowing a horn, this seems like one of those gags that is either from a movie or book. Anyone recognize it?

The Ten Commandments, when the Hebrews finally leave Egypt. Their leaders blow horns to announce the departure and the Hebrews march away, much as the kids were sent out from South Park. The Hebrews cried for being allowed to be somewhere safer than Egypt, the parents cried for sending their kids away to somewhere safer than South Park.
