What is Jimmy's handicap?

Jimmy uses those arm crutch-thingamajigs, but in most episodes his legs seem to work pretty well. He used them to great advantage during the cripple fight with Timmy. Any idea what his handicap is supposed to be?

paraplegic - can't walk. He also stammers and has a misshapen head. Still, he could use his legs from his knees up to prop himself up and gain leverage. And kids don't see handicaps, so if they see him doing things a paraplegic shouldn't be able to do, chalk it up to their POV.
