Correct me if I am wrong, but I believe that the rights to South Park are technically owned by Braniff Airlines, the production company, which is owned by Matt and Trey, but their agreement with Comedy Central allows them to only show it on Comedy Central with the exception of other nations or localities that do not show CC.
I'm not a lawyer, so I really don't know, but I think that is basically how it works.
