In "Volcano", Jimbo tells the story about the day Ned's arm was blown off by a grenade, yet in "Mex. Staring Frog...", it's said that it was sliced off. Hmm...was the military trying to cover up for accidentally blowing up Ned's arm by saying it was cut off? What do you think?

The reason they never found Ned's arm, is because the Roswell aliens picked it up (hence the cover up). They brought the arm back to their planet, and studied it. Eventually they used what they learned from the arm to make Ned cyborg terminators. They need the terminators to send back in time from the future to kill Stan and Wendy's child who successfully will fend off the alien attack. And all that time jumping with the terminators somehow genetically lock onto the original Ned....explaining how his mechanical arm pops in and out.
