Theme Song (not about Kenny)

I was watching south park today. In the theme song they show most of the remotly important characters. In the scene where they show the "Frosty" thing, standing by the tv is some guy I've never seen. Does anyone know who he is? Maybe he is Cartman's dad. Please reply.

The one to the left of the TV (in the brown suit holding the microphone) is the news reporter from "Volcano," who interviews the mayor. The one to the right of the TV (edge of the screen, wearing a green sweater/jacket and with the goatee) is one of the news crew from "Weight Gain 2000" - right after Kenny, ahem, DIES. (and yes I used the VCR) I'm not sure if they show up anywhere else though.
