It sounds like Toddy Walters, who also gets a credit for that ep. She often appears doing speaking and singing voices on the show.

There's this one song in the episode were Ned and Uncle have flashbacks about vietnam. It's at the end of the episode during the credits and it has to be the funniest song DVDA have ever played! It's like a heartfelt ballad about a man who lost his friends in vietnam only funny. Can anyone tell me what this song is?
