Definitely!! This is South Park, reality can be bent as much as it pleases. :) It seems that maybe at first, Mr. Hat was JUST a puppet. It seemed Matt and Trey were going more for the angle that Mr. Garrison wasn't really in touch with reality and he kept hallucinating Mr. Hat's independent behaviour. But, as the show progressed, Matt and Trey decided to throw us all a curve and make Mr. Hat an actual living entity. Everything is possible in South Park. :)
