You could probably buy a couple of big white beach towels and paint them with the appropriate design... then sew them together at the top (leaving room for the head) and about mid-way on the sides (room for the arms and easy manueverability for the legs) and duct tape a broomstick across the top that can ride on top of the shoulders. (perhaps with some padding so you don't chafe)
