I just finished watching the Q&A that Matt Stone and Trey Parker did in Aspen Colorado in March 1998 and they said that voice of Ike is actually done by a two year old girl.

Uh.. same for a lotta little boys. Almost any male kid on The Simpsons (curse me!!!! ;P ) is done by a female actor.

Yep! Bart's voice is done by a girl, she walked into a shop once with a T-Shirt saying "I'm Bart Simpson" on and nobody believed her, so she did the voice!
