Did anyone else notice that the military guy claimed that Cartman "Didn't exist" despite the fact that Cartman has already made quite a bit of news in the South Park universe? After all, he has been labeled the "Finaicial Genius of our time" in the amusement park episode, and even got a "freaken medal" for discovering how to shove food up his ass.
I'm sure he's been on a news some other times.

Since the robot had to be "programmed" with memories that had to be made up (the scientist didn't do his research), the general rightly assumed that the boy whose memories were "programmed" onto AWESOM-O didn't exist, even if some details matched, like name and address. Cartman's admissions didn't convince the gemeral that he did exist... until he farted. And Trey can't get out of his favorite age, eight, even though his "boys" are in fourth grade and some have turned nine.

Mr. Hat last appeared at the beginning of the Lemmiwinks episode, when Mr. Garrison told Hat that he had to find a way to get fired for being gay. When next we see Mr. Garrison, he has Mr. Slave, a man who never appeared on South Park before and seems to have no life away from Mr. Garrison.
I think we are supposed to believe that Mr. Hat and Mr. Slave are the same being, at least until they decide it's funny to have both characters on screen at the same time.
