My buddy is from Wisconsin and he pronounces it "aboot" sometimes. He also has a tendency to say "hoose" instead of "house." I talked to his brother on the phone and he has the same accent.
I've lived in Wisconsin for the past 28 years and can safely say that has nothing to do with a Wisconsin accent. Apparently, your buddy has been influenced by a regional Canadian accent. That's not too far from Wisconsin.

I think it's more a Midwestern thing -- both in the US and Canada. My ex-boyfriend from Winnipeg said "aboot," and I've heard people from Minnesota say it too.
