Try a traceroute to your favorite download servers. The Less hops you get, the better. Also take into consideration that much internet congestion, either on the user's end or the site's end, occurs in the evening hours in the U.S.

I'm not certain how other countries are affected. A international user downloading from a U.S. site typically has different peak times then U.S. users but bandwidth can be very scare and expensive internationally.

Not bad at all. It translates to 800 kbps. And 20 times faster than my 56 kbps connection can muster.
