There are several, but most people who *need* them will never read them, because bad netiquette is really mainly an attitude thing, not a resource thing.
Those few who might read such a FAQ and have not already done so should visit news.newusers.questions, where pointers to them are posted fairly routinely. By far the best such FAQ is a sarcastic work titled "Emily Postnews Explains it All For You" or something like that, which is on the web in a zillion spots, easily located with a search for "emily postnews" in any web search engine.

People who see it last should know better than to surf a newsgroup that mainly discusses the plots of the episodes if they don't want to know anything about those plots.
I may be one of the last people in the U.S. to see any given episode. I typically see it on tape at about 2:00am, so I'm even behind the people watching in Alaska & Hawaii. If I were really freaked about having some essential detail divulged (I'm not; the humor is in the *delivery*), I would have the sense NOT TO LOG IN until after seeing the episode. This ain't rocket science -- if you hate snow, you don't build your home in the Alps.
Obviously, since we can't even train everyone not to feed trolls (ahem), it's a safe bet you'll never be able to train everyone not to post spoilers. Caveat lecteur.
