i must get the wav file where cartman is the cop and says "you must respect my athority" if anyone has it please post!

Ok, first off, you need to keep binaries in the name so that it will go on a binary server. Subscribe to alt.config and they will tell you where to go and what to do. But don't be surprised if they tell you that there is already a perfectly good group for binaries for southpark, alt.binaries.southpark

And about the wav requests. I'm not sure when you read that group, but I see stuff loaded up all the time. And if they don't have it, they usually post a url to them.
