He's just a kid from South Park... it is quite possible he's based on a Warner Brothers cartoon character from about 50 years ago called Sniffles the Mouse... they have similar voices and speech patterns.

Butters is this young blond-haired kid that stutters. His first main appearence is probably during the "Night of the Meteor Shower" trilogy in the third season, where he is one of the Melvins during the Stan storyline.
He will become a little bit more active in the Civil War episode (as a messageboy) and some of the Season Four episodes.
