I finally got to watch Day of the Jackanapes again, and it's definitely the greatest S12 episode--it has the requisite satire, the lack of focus on Homer, the focus on Bart, a great Sideshow Bob appearance, and wonderful gags:
Marge: Shows should be cancelled before they get stale and repetitive. Smithers (popping in): Come quick! Maggie shot Mr. Burns again! (long pause)

I don't know what you're on, because that joke was the most expository, dead joke out of all Al Jean's bad meta-humor ones.
