When Homer said about the "monkey peeing in his own mouth", that "Oh yeah, that monkey got America through some tough time" is possibly referring to J.W. Bush?

In the past he called the President "monkey face"...

IIRC, this clip was shown in the third Austin Powers movie (Goldmember).
