I saw the episode "Homer loves Flanders" on my local FOX affiliate and as I watched, I began to wonder about Ned's kids. Usually, when we see them they are usually addressed as "Boys". Rarely are they called Rod and Todd.
Anyway, how can you tell which one is Todd and which is Rod? Also, we never see these boys at Springfied Elementary or do we? Is it ever mentioned what grades they're in?

As far as I can remember Rod is the older one.

They go to Springfield Elementary; this is established on occasion but is more a matter of convenience than logic, as clearly Ned's history would have them at a different school. I _think_ at some point Todd is in Bart's class, but I could be wrong on that. In any case proof lies in Ned and Homer's going to SES to rescue their respective kids in "Skinner's Sense of Snow," and Ned's being present at the PTA meeting and such in "The PTA Disbands."

im pretty sure in the ep. when the tornado comes through ned calls rod the older one and todd the younger one

Rod is the tall one, who is the younger of the two. Todd is the short one, who is the older of the two.
