I can't be 100% sure, but I think that every time they show the powerplant from above, it is in a different configuration. Parking spaces shifted, cooling towers moved, etc. Has anyone else noticed this?

No, the plant configuration doesn't change every time. There have been some changes to its layout, though. The parking lot once reached all the way to the Simpsons' house! (Stonecutters ep.) In the future, the plant will have four cooling towers.
The plant looks very different in the earlier episodes - both inside and out.
