I don't know if he has a name, but the character (who has appeared at least 3 times) is based on actor Frank Nelson (see http://www.uptonogood.com/fnelson/index.html), who appeared in dozens of I Love Lucy episodes as characters such as the Conductor in "The Great Train Robbery" episode where Lucy keeps stopping the train (his famous line there, "did you stop this train?"), the customs officer in "The Return Home from Europe" (who found the cheese hidden in Ricky's instruments), and as recurring characters Freddie Fillmore and Ralph Ramsey. The "yes" thing was his big line from the jack Benny Show.
