When Homer smashed the wall with his sledge hammer, he is electrocuted. But the handle on the hammer appears to be wooden, which would not conduct electricity.

Not exactly correct. Wood that is completely dry is a fairly good insulator, but fresh wood from a recently killed tree has a fairly high water content and can easily carry enough electricity to electrocute you.

The wooden handle, would not conduct wood though. It's fairly probable that it was not freshly cut wood.
