The dude with the cracking voice. He is the counter guy at Krusty Burger, the dude who threatens a young Mr. Burns to start a union in a flashback, the fill in for Leonard Nimoy when he bails off the set....you know, THAT GUY.

It is done by Dan Catellaneta. Same guy that does Homer's voice and many others.

Dan does it; Harry does occasionally ("Selma's Choice" is one instance, I believe)... Source: DVD commentary.
For the longest time I thought it was Hank but then I saw Dan on a show that I can't remember and he did it and everyone laughed.
It was on that show where they go into an actors studio and interview the actors about the show that's being interviewed in the studio but I can't remember the name of it right now.
