Saber-rattling. A lot of people respond to their fear with aggression. He's basically saying that we (USA) are big and fearsome and will annihilate anyone who attacks us. This is an understandable emotional response. However, it is misplaced. Our first thoughts should be with the victims and preventing further disasters. Then we can start looking for the perpetrators. They aren't going to be easy to find, this was pretty well-organized. Whatever group did this, they are willing to die for their cause (all the hijackers were kamikazes.)

Churchill had the brains and experience over Truman when it was time to settle the spoils of war, but the US really won the war.
