On the state capital test, Homer didn't believe that Frankfort was the capital of Kentucky. Of course, Kentucky was one of the states mentioned in "Behind the Laughter", and if Homer can't remember the name of the capital of Kentucky, that would imply that Springfield IS NOT in Kentucky.

No, apparently you don't remember him either. His character appears occasionally, Either once per season or close to that. He spends most his time in jail, but when he gets out he tries to kill Bart, other people, or run for mayor.. etc normally to do evil deeds. He was originally thrown into prison in the first season for framing Krusty for armed robbery since he was jealous of Krusty's success and could no longer take Krusty's abuse.
I could go on but I'm sure you should remember him by now.
