There was an old thread here about Herman and how he was taken off the show because having a militia member after the Oklahoma City bombing didnt seem so funny...well...did anyone notice he was in the second row at the benefit concert? I wonder if they are going to bring him back or if they were just filling seats? (probably the latter)

Probably the latter. I missed the earlier thread, but I don't know that there was any specific reason for not using Herman anymore. He was never that major in the first place, and appearances were rare even back when he showed up for the Pulp Fiction parody in "22 Short Films About Springfield."
