Why did Ray Patterson refuse to come back as sanitation commissioner after Homer ruined Springfield? Wouldn't Ray be happy to know he was right about Homer being a totally stupid sanitation commissioner?

Well, Springfield was in a big predicament, what with all the trash underground popping out. That job would have been a very hard one, especially with no budget. I doubt Ray would have had a good plan to deal with it, so instead Ray let the townspeople deal with it. Fortunately they had Plan B.
