I couldn't help noticing, in the episode with the string of megaphones, a map of Paris on the police station wall (basically the city boundary and the loop of the Seine). Has Wiggum had any other real-life maps?

I think something's getting garbled here.
"I learned how to do this". In this case, the "learnd" and "learnt" do seem to be correct spellings, though I'd classify them as either obscure or old useage that has come out of favor.
But, "He was a learned Doctor" is a different pronunciation. The final "e" is pronounced, so instead of "learnd" you pronounce it "learn-ed".
Now, I can't remember if that is what caused all this or not.
