Let's cut to the chase here: They're attempting to create 'problems' so that the public will accept their 'solutions' with open arms. It works regardless of how transparently stupid it might be (as we've seen plenty of this decade). Standard MO these days to get what they want.

At least here in the States, it's not so much that they're creating a problem as that they're trying to give the impression of working on a real problem. The very real problem is child abuse. But it's hard to actually catch those parents/relaives/priests/whatever who are actually abusing children; it's a lot easier to offer to sell child pornography and arrest the people who are willing to buy, or to, as in this case, declare something that has previously been legal to be "child pornography" and arrest people for it. They get to claim to be doing something about the problem even though they haven't actually made any child safer.
