One every eleven months could be considered two every twelve months, and twelve months is one year. However, when people say "per year" they usually mean per calendar year. Assuming an 11-month wait between releases, season 1 was released in 2001, season 2 was released in 2002, season 3 will be released in 2003, Season 4 will be released in 2004, season 5 will be released in 2005, etc., it will be a number of years before two are released in a single calendar year.
Yeah, but it only works that way the first time. For example:
S1 Sept 01 S2 Aug 02 S3 Aug 03 S4 Aug 04 S5 Aug 05
After S2, you have had 2 sets in one year. Then you get 0 in one year (Aug 02 - July 03). You can't double count the S2 set...
Then from the year Aug 03 - Aug 04, you get 2 sets. Then you have a year with 0 sets.
So you can look at a release schedule like this and say you get two per year with a year off, or you can simplify it and just say you get one each year.

Pretty pathetic release schedule. Fox should take a lesson from Paramount - Box set DVDs of all seven seasons of "Star Trek: TNG" released between March 26 and December 31, 2002. I think we Simpson fans are hardcore enough to deserve the same kind of treatment as the Trekkers!

You're not overlooking anything obvious. The reason that the "Simpsons" DVD's take so long to be releases is the time it takes to assemble supplements. This was confirmed by Fox Home Video rep Peter Staddon in a recent Home Theater Forum chat. Considering that Season 1 of "The Simpsons" is the best-selling TV product available on DVD, I'm sure Fox would love to release them just as fast (or faster) as their other properties (like "X-Files" and "Buffy", which both get regular releases every six months like clockwork) but they have to wait on the supplements.
