Because Phil Hartman is dead.
It's not only sad from a human standpoint, but also sad from an OFF standpoint. Phil Hartman's characters gave OFF depth that is sorely lacking in more recent episodes.

It's only a shame they weren't able to find replacements for those characters otherwise (at least for Hutz, they could've stated McClure as being dead otherwise in my book).
